    Local motorists have a new tool to help them avoid traffic jams before they hit the road.

    Houston TranStar, the region's traffic-control center, has unveiled a special alert system to notify drivers when their route is clogged by gridlock or snarled by a crash or other incident. Patrons of the free service sign up on the TranStar Web site, www.houstontranstar.org, under "Personalized Alerts" to indicate what freeways they want to monitor and during which times and days.

    While signing up, users enter their e-mail addresses to receive alerts on their computers, cell phones, personal digital assistants, text pagers or other handheld devices. Messages are automatically e-mailed by a computer to affected drivers whenever controllers at TranStar key an incident into their system, which posts notices on electronic signs mounted along the Harris County freeway network. A second alert goes out when the incident has been cleared.

    The notification system has been available on a demonstration basis for the past year, but final software adjustments were finished in late September.

    Alerts will "allow people the opportunity to make better, more-informed traveling decisions," Jack Whaley, TranStar director, said in an announcement of the service's launch.

    TranStar is a partnership among the city of Houston, Harris County, the Metropolitan Transit Authority and the Texas Department of Transportation. TxDOT designed the personalized traffic-alert system in conjunction with the Texas Transportation Institute, a research arm of Texas A&M University in College Station.

    In addition to the e-mailed alerts, the public may access traffic notices on several areas of the TranStar Web site. Postings include real-time average speeds on the various freeways, incident reports and messages that are on the electronic signs.
